MANDAMUS declaring the action of the Respondents 2 and 3 in withholding issuance of the work order / letter of award and in failing to generate the GeM
contract against Bid No. GEM/20261817526572 after the Petitioner was selected among multiple L1 bidders on 20-08-2026 and after the Petitioner confirmed acceptance within the stipulated 72 hours, as illegal, arbitrary, unreasonable, contrary to the GeM General Terms and conditions and the published service-bid procedure, and violative of Article 1 4 of the Constitution of lndia, and consequently directing the Respondents 2 and 3 to issue the formal work orde'/ letter of award in favour of the Petitioner for providing unarmed security manpower services to Kakatiya University, Warangal, under Bid No. GEM/20261P17526572, and to complete all consequential steps on the GeM portal including generation of the contracl, within a time to be fixed by this Hon'ble Court.

Brref facts of the case are that respondent No 2 University under the admrnistrative control of respondent No 1, issued a tender through the Government e-Marketplace portal vicle Bid I'Jo GEtvl/20261817526572. dated 11.052026, for procurement of Security l\/anpower Services for the RUSA 2.0 UGC Unrt of Kakatiya [.tniversity, Warangal The petrtioner participated in the bid and emerged as the successful L1 bidder, being shown at Sl No 45 along wrth M/s Veerabhadra lnfra and Facility l\4anagements Prrvate Limiled and M/s. shriviRal Security solutions private Limited shown at Sl Nos.73 and 83 respectively. On receipt of the selection e-mail on 20.08.2026, the petitioner confirmed rts willingness to execute the work However. despite such selection and acr:eptance, no work order. Letter of Award or cornmencement cornmunication lras been rssued by respondent Ncs.2 and 3. Therefore, the petitioner submitted a representalion. dated

When the matter is taken up, learned counsel for the petitioner prayed this court to drrect respondent No.2 to consider |- rurl ce,uvvad 5,id.v wp-13377 7016 and dispose of the representation, dated 23.09.2026 submitted by the petitioner within a time frame to be stipulated by this Court.
Learned Standing Counsel for Kakatiya University submrts that respondent No.2 will consrder the representation, dated 23.09.2026 submitted by the petitioner and pass appropriate orders thereon, in accordance with law.
