ORDER
The petitioner is a Solar Power generating company, and it had installed "Elyster" make/model electricity meters at33 KV Marriguda Sub- Station. It is its case that respondent No.4-Divisional Engineer, Operations Division, has issued letter dated l9.l I .2025 stating that the Department is undertaking the exercise of Unblocking of Lead KVARH parameters in the electricity Meters in addition to the Software Upgradation of the Meters, as part of the power supply system improvement process; and that the "Elyster" make meters installed by the petitioner do not support the unblocking of KVARH & Software Upgradation; and therefore directed the petitioner to replace the existing "Elyster" model meters with the Department approved meters.
wp_2190_2026 NBK, J l.l It is the fuither case of the petitioner that in response to the letter dated 19.11 .2025, the petitioner addressed a letter dated 24.11-2025 stating that the criteria of "unblocking lead KVARH" to address overcompensation issues (a situation where the electrical power system tries too hard to correct voltage problems, and in such process, the power system creates new problems), is not applicable to the petitioner. 1.2 While the decision on the letter dated 24.11.2025 is pending, the petitioner addressed another representation dated 16.01 .2026 to the respondent No.4 stating that the electricity meters installed by the petitioner at the Sub-Station are designed to record KWh/KVAh and KVARh readings, and that KVARh can be unblocked any time, and therefore there is no necessity of replacing the existing "Elyster" make electricity meters installed by the petitioner, and therefore the petitioner may be exempted from such electricity meter replacement exercise. 1.3 That being so, it is the grievance of the petitioner that the petitioner's letter dated 24.11.2025 has not been considered until now, and the respondent authorities have arbitrarily issued the disconnection notice dated 22.Ol.2026.directing that if the replacement of electricity meters is not done by tomorrow, the service shall be disconnected immediately without any further notice. It is also the grievance of the petitioner if the disconnection is done, it would disrupt the power generation activity of the petitioner.
2. Heard Mr. G. Madhusudhan Reddy, learned counsel for the petitioner; and Mr. N. Sreedhar Reddy, learned Standing Counsel for respondent- TGSPDCL. Perused the record. + ) J

3. Learned counsel for the petitioner would submit that the letter/representation dated 24.11.2025 submitted by the petitioner to the respondent No.4 is not yet considered, and therefore the respondent No.4 may be directed to consider the same and pass appropriate orders in accordance with law.
4. Learned Standing Counsel does not dispute the submission made by the petitioner's counsel.
5. Considering the submissions made, and in view of the pendency of representation / letter dated24.ll.2025 with the respondent No.4, this Court is not inclined to express any opinion with regard to the merits of the matter at this stage, and accordingly deems it appropriate to dispose the writ petition with appropriate directions.
6. Accordingly, the writ petition is disposed of with a direction to the respondent No.4 to consider and pass appropriate orders on the representation/letter dated 24.11.2025 submitted by the petitioner, within a period of three weeks from the date of receipt of a copy of this order, and until then there shall not be any disconnection of service or coercive steps against the petitioner. No costs. Miscellaneous petitions pending, if any, shall stand closed. .PONNA KRTSHNA . STANT REGISTRAR //TRUE COPY// SECTION OFFICER To State of
