Harmeet Singh and others --Petitioners Versus State Of Uttarakhand and Others --Respondents
Hon’ble Pankaj Purohit, J.
Mr. Pankaj Bhatt, learned counsel for petitioners.
2. Mr. J.S. Bisht, learned Standing Counsel for the State of Uttarakhand/ respondent no.1.
3. Mr. Vipul Sharma, learned counsel for respondent nos. 2, 3 & 4-University.
4. The petitioners have moved this writ petition with a prayer to commanding the respondents to consider claim of petitioners for regularization and to give them regular status on the post of Junior Engineers occupied by them for the last more than 10 years with consequential benefits.
5. Learned counsel for petitioner submits that prayer for regularization has not been considered by the respondents despite several requests. He further submits that the representation dated 11.07.2026 (Annexure No.9 to the writ petition) has
been moved by the petitioners to the respondents and if a direction be issued to decide the said representation within a period stipulated by this Court, the ends of justice would be met.
6. Learned counsel for the respondent Nos.2 to 4-University submits that though the representations have been submitted by the petitioners, but the same is submitted to the Vice Chancellor while the matter of regularization of the petitioners would be considered by the Registrar of the University.
7. Having heard the learned counsel for the parties and having perused the record, the submission made by the learned counsel for the respondents-University appears to be correct.
8. The writ petition is disposed of finally, giving liberty to the petitioners to make fresh and separate representation(s) to respondent no.2-Registrar of the University, within a period of 15 days from today. If such representation(s) is filed by the petitioners within aforesaid period, respondent No.2- Registrar shall consider and decide the said representation(s), as expeditiously as possible but not later than two months from the date of receipt of the representation(s), strictly in accordance with law.
