1. Learned advocates Mr. Hon at the outset points out that he has filed a Civil Applications No. 12109/2026 seeking intervention. It is his case that though there are allegations made in the Petition against the Applicants and though the outcome of the Petition would affect the Applicants, Applicants are not made party.

2026:BHC-AUG:49939-DB

2. This court has seen the representations /Applications of the Petitioners, it is seen that the objection is taken to the membership of the Applicants in the Civil Application for intervention. Considering above, the Civil Application stands allowed.

3. The Petitioners to add them as party Respondent forthwith.

4. Heard the Mr. Dhorde, learned Advocate for the Petitioner, the learned AGP Mr. Lakhotiya for Respondent -State and Mr. Hon, learned Advocate for the Applicant.

5. The only grievance in the Petition is that four different representations/Applications made by the Petitioners before the Assistant Registrar Cooperative Societies under Section 11 of the Maharashtra Cooperative Societies Act, 1960, are not being decided. It is submitted that the applications are filed on 01-09-2026, in view of the ensuing election to the Jalgaon District Central Cooperative Bank. The notices were issued on 08-09-2026, making it returnable on 16-09-2026. It is submitted that deliberately the persons against whom the

Applications are filed, remain absent. So, the next date was given as 30-09-2026 by notice dated 18-09-2026. Those persons did not appear even on that day. Learned Advocate submits that though in the notice dated 18th September, it was specifically stated that if the Respondents do not appear, the Registrar would pass final order, however, still, no order was passed. Learned advocate for the Petitioners therefore, prays that direction be given to Respondent No. 4-Assistant Registrar, to decide the representations/Applications within stipulated period.

6. Learned AGP has produced on record a communication dated 13-10-2026, addressed to him by the Assistant Registrar, Cooperative Societies Muktainagar. It is stated that the Applications are now posted on 21-10-2026 and by way of final date, even if none appears for the Respondents in those Applications, the Registrar would proceed to pass final order.

7. Considering all this, this court finds that the Petition can be disposed of by giving following directions.

8. The interveners/added Respondents to appear before the Assistant Registrar on 21-10-2026 and put up their case. In case some document is to be produced, the Assistant Registrar can grant at the most one date thereafter and in any case, the Assistant Registrar to decide the Applications by the end of 31- 10-2026. The orders will be given to the parties on the same day.

9. With this, the Writ Petition stands disposed of. [JITENDRA JAIN, J.] [KISHORE C. SANT, J.] VishalK/501wp14209.26
