CENTRAL ADMINISTRATIVE TRIBUNAL BANGALORE Order Sheet Item no.: 4 O.A./253/2026 (BANGALORE) [ TRANSFER ] Court No.: 2 No of Adjournment: 7 Order Dated: 14/10/2026 RANDHIR KUMAR Vs STEEL AUTHORITY OF INDIA LIMITED (SAIL)

For Applicant(s) Advocate : Shri J. Bhaskar Reddy For Respondent(s) Advocate : Ms. Vybhavashree S on behalf of Respondent Nos. 2 -6, None for Respondent No.1. Order of The Tribunal

Shri J. Bhaskar Reddy on behalf of the applicant. Ms. Vybhavashree S on behalf of Respondent Nos. 2, 4 and 5. None for Respondent No.1. Heard learned counsel for the applicant as well as learned counsel for the respondents. Learned counsel for Respondent Nos. 2, 4 and 5 submits that she is filing MoA on behalf of Respondent Nos. 3 and 6 also. She further submits that she requires some more time to file reply on behalf of Respondent Nos. 2-6. Learned counsel for the applicant submits that service of Respondent No.1 has already been completed and he has also submitted the written notes. Further, the counsel has invited my attention to the Judgment of this Tribunal in OA No 642/2024, wherein, this Tribunal had taken a lenient view on the issue of perjury and contempt proceedings initiated against the respondents were closed. The court had also further directed for the consideration of his application for transfer from Bhadravati to Bokaro. Since, the same was rejected, he has come before this tribunal seeking the same through this OA. He has further submitted that the father of the applicant is 78 years old and having serious heart problems. The applicant was issued a charge-memorandum dated 04.07.2026 as a vengeful act despite specific direction from this Tribunal in the judgment, where respondent Nos. 2 - 4 were directed to refrain from any prejudicial treatment against the applicant. He also submits that notice has been issued to the applicant for vacation of quarters, which is under his occupation at Bokaro. Per contra, learned counsel for Respondent Nos. 2 - 6 submits that vacation notice has been strictly served as per the Rules. She further submits that the chargesheet was issued to the applicant for wrongful representation of the classes in which the two daughters of the applicant were admitted and has nothing to do with the order of the Tribunal and no vindictive action has been taken. It is learnt that, already another OA No. 218/2024, filed before the Circuit Bench of CAT Patna, at Ranchi, is pending regarding the retention of the applicant at his transfer from Bokaro to Bhadravati in Karnataka. In this particular OA, the applicant has challenged the rejection of his request for transfer on compassionate grounds, from Bhadravati to Bokaro. Prima facie, the relief sought for by the applicant refers to the continuation of the applicant at Bokaro, either on retention as sought for in the earlier OA or on transfer, as sought for in the present OA. It is further brought to my notice that though the applicant has furnished his reply to the charge memorandum dated 04.07.2026 on 10.07.2026, no disposal has been given despite a lapse of three months. Learned counsel for the respondent Nos. 2 - 6 assures the Court that she willl be filing reply on behalf of Respondent Nos. 2 - 6 positively within the next two weeks and will ensure the disposal of the chargesheet before the next date. The respondents are directed not to insist on the vacation of quarters till the next date of hearing. List the case on 04.11.2026.
