At this stage, learned Sr. Counsel appearing for the petitioner submitted that apart from non compliance of the order dated 03.07.2026 of this Tribunal, the respondents have stopped paying basic salary minus allowances to the petitioner, which he was receiving till February 2026, which is causing great hardship to the petitioner, who is suffering from Tuberculosis Meningitis, which is a serious life threatening diseased, as per medical record placed in the file.

It is further submitted by learned Sr. counsel for the petitioner that Respondent No. 4, who is the Drawing and Disbursing Officer of the department and he is not releasing salary of the petitioner for reasons best known to him. Viewed thus, we are left with no option but to secure the personal appearance of Respondent No. 4 - Sh. Madan Lal Chief Accounts Officer, J&K State AIDS Control Society, Trikuta Nagar, Jammu on the next date of hearing at 10:30 AM with his explanation, failing which coercive steps as deemed fit under law, would be taken against him.
