No representation for Respondent No. 2 despite repeated calls.

2. The perusal of the order sheet dated 20.05.2026 would reflect that the Respondent No. 2 was directed to be served by way of substituted means of publication in The Indian Express and Lok Satta having circulation in the area of residence of Respondent No. 2. This order was passed on the application of the Appellant.

3. The Learned Counsel for the Appellant would submit that inadvertently he could not take the steps later on he says that perhaps it has been published and service affidavit has not been filed.

4. The manner in which the submissions have been made by the

Learned Counsel for the Appellant is not appreciated. Nevertheless, one more opportunity is granted to the Appellant to file the requisite affidavit of service as above.

5. At this stage, the Counsel for Respondent No. 1 files the reply to the grounds of the appeal and interim application for Waiver and Stay and the same is taken on record.
