ORDER

(Order of the Court was made by Dr.G.Jayachandran J.) This Writ Petition is filed by an aspirant for the post of Assistant Programmer in Madras High Court on being aggrieved by not extending time for uploading supporting documents as called for by first respondent. On 10.08.2025, first respondent issued a notification inviting applications for direct recruitment to the post of Assistant Programmer, governed by Madras High Court. Notification was issued following the rules contemplated under the Madras High Court Technical Manpower (Appointment & Conditions of Service) Rules 2017.

2. Application of the petitioner was verified and she was called for written examination held on 06.09.2026. Having cleared written examination, she was asked to upload the supporting documents within 72 hours i.e., from 18.09.2026 at 02.00 p.m., to 21.09.2026 at 01.59 p.m. Petitioner had not uploaded the supporting documents within the time prescribed. On 23rd September,2026, at 07.35 p.m., she had sent an e-mail to the respondents to consider her request to accept the supporting documents, by extending time sympathetically. In that e-mail, she requested the respondents to reopen the portal for her to upload the required documents. Reiterating the request, she

WP No. 42454 of 2026

sent another e-mail on 25.09.2026 at 03.34 p.m. Since her request to extend time for uploading the supporting documents was not considered, the present Writ Petition has been filed.

3. Counsel for the petitioner states that the request for reopening the portal to upload the supporting documents, if acceded, will not prejudice the respondents or any other aspirant and the reason for not uploading the supporting documents within the time prescribed was due to technical snag.

4. However, learned Standing Counsel appearing for the respondents submitted, that, in the recruitment notification, it has been specifically stated that the aspirant should follow the guidelines and the timelines scrupulously and no request for altering or extending the time will be entertained. He would further submit that after shortlisting the candidates based on performance in written examination and verifying the credentials of the supporting documents, the process of recruitment has crossed the next stage and, if the request of the petitioner is now entertained, it will open a pandora box and delay the process of recruitment.

5. We find force in the submissions made by the Standing Counsel for the respondents. The recruitment process, which has commenced with a specific timeline, cannot be altered and interrupted at every stage, causing prejudice to the respondents getting suitable candidates for performing the job of Assistant Programmer in Madras High Court. Therefore, we see no merit in the Writ Petition, which will cause hurdle in the process of recruitment.
