ORDER
This Writ Petition has been filed for the following reliefs:- “directing the respondents to provide service connection to the petitioner for the property situated at S.F.No 520/1C1 pt, Avinashi Road,coimbatore, Tamilnadu-641004 based upon the petitioner application in Application Nos.2000302810261320 and 2000302810261321 dated 12.10.2026 and consider the same in the light of G.O.Ms.No.70 dated 11.3.2024, Housing and urban Development UD4(1) Department and G.O.Ms.No.123 Housing and Urban Development UD4(1) Department.”
2. The petitioner would submit that he is a lessee of a building comprising a stilt floor and two upper floors, situated at S.F. No.520/1C1 (Part), Avinashi Road, Coimbatore, Tamil Nadu – 641004, under two Lease Deeds dated 01.10.2026 executed by the owner, Thiru. G. Nagarathinam, in respect of the respective floors.

3. The petitioner would submit that he intends to utilise the first floor, measuring approximately 2,492 sq. ft. (231.5 sq. metres), for commercial purposes and the second floor, measuring approximately 2,492 sq. ft. (231.5 sq. metres), for residential purposes. Accordingly, he submitted online applications bearing Nos.2000302810261320 and 2000302810261321, dated 12.10.2026, seeking two separate electricity service connections, along with the requisite documents, including the Lease Deeds, No Objection Certificate and property tax receipts.
4. The petitioner would submit that the respondents have orally insisted upon production of a completion certificate, despite the applications being submitted along with the relevant documents. As the respondents have neither processed the applications nor taken effective steps to provide the electricity service connections, the petitioner is before this Court seeking the reliefs stated supra.

When the matter came up for hearing, the learned Standing Counsel appearing on behalf of the respondents, on instructions, submitted that if the petitioner’s building falls within the limits specified under Rule 20 of the Tamil Nadu Combined Development and Building Rules, 2019, read with the amendments thereto, the electricity service connection would be provided to the petitioner without insisting upon a Completion Certificate.
