Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of CERTIORARI calling for the records of Impugned Order passed by the 1st respondent dated 10.11.2025 bearing Pa.Mu(P11)/36358/2023 by confirming the order passed by the 2nd respondent dated 28.06.2023 bearing Pa.Mu.A6- 5934-2021 and quash the same.

ORDER
Heard the learned counsel appearing on either side.
2. This Writ Petition is filed for issuance of Writ of CERTIORARI challenging the impugned order passed by the 1st respondent dated 10.11.2025 bearing Pa.Mu(P11)/36358/2023 by confirming the order passed by the 2nd respondent dated 28.06.2023 bearing Pa.Mu.A6- 5934-2021.
3. The petitioner has approached this Court challenging the proceedings whereby the 4th respondent was held to be entitled to a patta in respect of a land which, according to the petitioner, is a public pathway. Even though the reports of the revenue authorities dispute that the land is a pathway, the revenue records speak otherwise.
4. Be that as it may, without entering into the merits of the claims made by the respective parties, and taking into consideration the decision of the Division Bench of this Court in the case of __________

WP(MD) No. 36068 of 2025 Kuppuswami Nainar v. The District Revenue Officer, Thiruvannamalai and others reported in 1995 (1) MLJ 426, and also the judgment of the Hon’ble Apex Court in the case of Edelweiss Asset Construction Co. Ltd. v. R. Perumalswamy and others, reported in (2021) 11 SCC 98, it is left open to the respective parties to challenge the said proceedings before the appropriate Civil Court. Considering the fact that an interim stay of the proceedings had been granted by this Court and also Rule 4(4) of the Tamil Nadu Patta Pass Book Rules, 1987, which requires the revenue authorities to lay off their hands in disputes relating to patta on the basis of title, the impugned order shall be kept in abeyance, and no further mutations shall be carried out pursuant to the same until the disposal of the civil disputes between the parties.
5. With the aforesaid observations, this Writ Petition is disposed of. There shall be no order as to costs. Consequently, the connected miscellaneous petitions are closed. 16-10-2026 Index: Yes/No Speaking/Non-speaking order Neutral Citation: Yes/No Nsr __________
