structures erected at Ambattur Industrial Estate pursuant to the License Agreement dated 22.08.2025 pending consideration of the petitioners Application No. 2/ 00813/ 2026- 27/ KKALAI ADS dated 28.09.2026 for grant of permission to put up hoardings / unipoles/ lamp post.

2. Learned counsel for the petitioner would submit that a fresh application was filed by the petitioner seeking license under Rule 320 of the Tamil Nadu Urban Local Bodies Rules, 2023 (for brevity, hereinafter referred to as ‘Rules’. Petitioner obtained license for installation of hoarding in the subject place for a period of one year vide agreement dated 22.08.2025. Advertisement agreement was signed between the parties for a period of one year. Admittedly the period expired. After expiry of license period, petitioner made a fresh application on 28.09.2026.

3. Admittedly, it is not a renewal application. Renewal of license is to be made by submitting an application before two months from the date of expiry of the license under Rule 324. Since it is a fresh application, authorities have to follow the procedure as per the relevant rules and take a decision. As far as the relief sought for in the present writ petition is concerned, existing hoarding cannot be saved

by filing a writ petition. Period of license expired in August, 2026. That being the factum, petitioner has not established any right to seek injunction not to remove the hoarding. Petitioner himself ought to have removed the hoarding on expiry of license period. He has not filed a renewal application, but filed a fresh application after expiry of agreement period. Fresh application is to be considered in accordance with rules and by following the procedure.

4. In view of the fact that petitioner has not established any right, grant of relief as sought for cannot be considered. Accordingly, the writ petition is dismissed. No costs. Consequently, the connected miscellaneous petitions, if any, are closed. (S.M.S.,J.) (R.R.V.,J.) 14-10-2026 Index: Yes/No Speaking/Non-speaking order Neutral Citation: Yes/No GD
