This writ petition is filed under Article 226 of the Constitution of India, seeking writ of mandamus directing the respondents to convert the electricity service connection of the petitioner’s newly constructed house from commercial purpose (consumer No. 01096017286) to domestic purpose situated at Survey No. 129/2A2, Egavalliamman Kovil Street, Narasingapuram Village, Gummidipoondi Taluk, Thiruvallur District based on the representation dated 30.07.2026.

Order
This writ petition is filed for the following relief: “To direct respondents to convert the electricity service connection of the petitioner’s newly constructed house from commercial purpose (consumer No. 01096017286) to domestic purpose situated at Survey No. 129/2A2, Egavalliamman Kovil Street, Narasingapuram Village, Gummidipoondi Taluk, Thiruvallur District based on the representation dated 30.07.2026.”

The petitioner purchased the lands comprised in Survey No.129/1B2 and 129/2A1B at Egavalliamman Kovil Street, Narasingapuram Village, Gummidipoondi Taluk, Thiruvallur District from one Govindasamy and others in the year 2005 through a registered sale deed dated 21.04.2005. The petitioner had already acquired the adjacent land comprised in Survey No. 129/2A2 through a partition after the demise of his father, which is an ancestral property of the petitioner. Since then, the petitioner has been in continuous possession and enjoyment of the said lands.

On 26.11.2025, the petitioner had applied and obtained a temporary commercial electricity service connection with tariff code LM61 bearing Consumer No.01096017286 from the 5th respondent, for the purpose of constructing a new residential house. Upon completion of construction, the petitioner approached the 5th respondent for conversion of the said electricity connection from commercial purpose to domestic purpose. The petitioner has also made a representation dated 30.07.2026 to the respondents seeking conversion of the electricity service connection. Since there is no response, the petitioner is before this Court.
4. The learned Standing Counsel submitted that one Mr. Anbu has objected to providing the electricity service connection to the petitioner herein.

Considering the facts and circumstances of the case and the fact that the petitioner’s representation dated 30.07.2026 has not been considered to date, a direction is issued to respondents to consider the petitioner’s representation and pass orders on merits and in accordance with law, within a period of 4 weeks from the date of receipt of a copy of this order. The respondents shall hear the petitioner as well as the interested party before passing the order.
