PRAYER : Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus directing the 2nd to 6th respondents to consider petitioner's representation dated 10.9.2026 submitted to 4th respondent registered as petition No.009, for name transfer of application Reg.No.3440519189D/148 from previous owner Mr.Nagarajan's name to petitioners name the present owner, for providing agricultural service connection to agriculture punjai land at Survey No.97/3B1A, in No.38, Iluppur Revenue village, Thiruthani Taluk, Thiruvallur District and dispose of the same in accordance with law within a time limit fixed by this Court.

ORDER
The writ petition has been filed seeking a direction to the respondents 2 to 6 to consider the petitioner's representation dated 10.09.2026, registered as Petition No.009 before the 4th respondent, seeking to transfer service connection Application No.3440519189D/148 standing in the name of erstwhile owner to the petitioner's name and to provide agricultural service connection for the lands at Survey No.97/3B1A in No.38 of Iluppur Revenue Village, Thiruthani, within the time frame to be fixed by this Court.

2. The case of the petitioner is that his vendor Nagarajan owned certain extent of lands in Illuppur Village, Thirutani Taluk, Thiruvallur District. The petitioner had purchased the subject property comprised in Survey No.97/3B1A, measuring 0.98 acre from through sale deed dated 06.02.2026, from his vendor and the same was registered as Document No.623 of 2026 on the file of SRO, Tiruttani. Prior to the sale, the petitioner's vendor Nagarajan had applied for agricultural service connection for putting up borewell pumpset in the said lands and the same was taken on the file of respondent - TNPDCL, Thiruvallur in Application No. 3440519189D/148.

Subsequent to the purchase, the petitioner had submitted applications before the respondents concerned on 28.07.2026, 20.08.2026 and 25.08.2026 seeking to transfer the aforesaid application in his name. He had also enclosed necessary documents to prove his title, ownership and possession over the said lands. The petitioner would also contend that this vendor, who is the erswhile owner of the subject property, had also given a 'No Objection' for the said transfer in writing, despite which, no effective action was taken by the respondents. Hence, the petitioner had submitted a grievance petition dated 10.09.2026 before the fourth respondent at the Grievance Redressal Forum / Camp held at Tiruttani, which was registered as Petition No.009. However, no action is seen forthcoming on his request for transfer of agricultural service connection in his name. Hence, the petitioner is before this Court.

4. Heard the learned counsel appearing on both sides and also perused the materials placed on record.

Considering the fact that the petitioner has been approaching the respondents seeking transfer of agricultural service connection in his name since from the date of his purchase, and also the fact that his vendor had also given a 'No Objection' to the said transfer, and that the petitioner also had submitted several applications/representations for the said purpose, and the last one such petition was on 10.09.2026 before the fourth respondent in Petition No.009, it is seen no action was taken on his applications. Therefore, a mandamus is issued to the respondents 2 to 6 to consider the petition No.009 submitted by the petitioner on 10.09.2026, and to pass necessary orders by following the due process of law, within a period of six weeks from the date of receipt of a copy of this order.
