ORDER

The petitioner, working as a Sub Registrar Grade-II in the Registration Department, has filed this writ petition, challenging the panel prepared by the Inspector General of Registration for the post of Sub-Registrar Grade-I, dated 24.09.2026.

WP(MD) No. 28602 of 2026

3. When this writ petition is taken up for admission, the learned Additional Advocate General entered appearance for the respondents 1 to 3 and submitted that the impugned panel was prepared on 24.09.2026 and the petitioner was not included in the promotion list, since he is facing disciplinary proceedings for grave charges under Rule 17-B of the Tamil Nadu Civil Services (Discipline and Appeal) Rules. According to the learned Additional Advocate General, a charge memo was issued to the petitioner on 12.09.2026 and the enquiry is pending.

4. The learned counsel for the petitioner submits that this charge memo has been issued only on 12.09.2026 in order to deny promotion to the petitioner.

5. This Court considered the rival submissions made.

6. The petitioner claims that he is eligible for the post of Sub- Registrar Grade-I. The panel for the post of Grade-I for the year 2025- 2026 was published by the Inspector General of Registration on 24.09.2026. Prior to that date, the petitioner was issued with a charge memo under Rule 17(b) of the Tamil Nadu Civil Services (Discipline and Appeal) Rules. Therefore, the case of the petitioner can be considered

WP(MD) No. 28602 of 2026 only based on the outcome of the disciplinary proceedings. If the disciplinary proceedings were initiated in order to prevent the petitioner from getting promotional opportunity, the petitioner can workout his remedy after successful completion of the disciplinary proceedings.

7. The petitioner has made a specific allegation that persons, who are facing disciplinary proceedings under Rule 17(b) of the Tamil Nadu Civil Services (Discipline and Appeal) Rules, have also been included in the panel.

8. The learned Additional Advocate General has disputed the same and clarified that no such person facing disciplinary proceedings has been included in the impugned panel list.

9. Recording the submission of the learned Additional Advocate General, this writ petition is closed. No costs. Consequently, connected miscellaneous petitions are closed. 06-10-2026 Index: Yes/No Speaking/Non-speaking order Neutral Citation: Yes/No ogy
