O R D E R
The petitioner moved this Writ Petition in the nature of Writ of Certiorarified Mandamus, to quash the impugned order dated 27.09.2026 and to direct the respondents to grant permission and protection to conduct an Adal Padal programme as scheduled on 03.10.2026 and 05.10.2026 during the “Temple Festival” at Arumighu Shree Pathirakaliamman Temple at Therkkuchathiram, Puliyangudi Taluk, Tenkasi District.
2. The petitioner approached the first respondent seeking permission and protection to conduct the Adal Padal programme in connection with the temple festival. However, the first respondent rejected the request by the impugned order. The reason stated for rejection is that the youngsters and youth in the village may be affected by obscene dress, dance, and the songs and words used during the programme. It was further stated that songs referring to community leaders might be played, which could affect the sentiments of people belonging to other communities and thereby create a communal issue. Therefore, the rejection order was passed.
3. When the matter was taken up for consideration, the learned counsel for the petitioner submitted that, instead of conducting an Aadal Padal programme, the petitioner is willing to conduct a light-music “Innisai Katcheri” programme and sought permission to conduct the same.
4. Now, the learned counsel for the petitioner submitted that the petitioner would not conduct Adal Padal programme and the said submission is recorded. Instead of Aadal Padal this Court permits the petitioner to conduct a light-music “Innisai Katcheri” programme. In the said light-music programme, there shall be no dance, and the petitioner shall not permit the singing of songs referring to caste, colour, political leaders, or religions.
5. The event shall be conducted only on one day, i.e., 05.10.2026, from 06.00 p.m. to 10.00 p.m., subject to compliance with the prescribed conditions and the permissible sound-level limits imposed by the competent authorities.
6. In view of the above directions, the impugned order passed by the first respondent is set aside. The petitioner is directed to submit formal representation to the respondent police permitting the petitioner to conduct the light-music “Innisai Katcheri” programme. Upon receipt of the said representation, the respondent police shall issue the necessary permission order along with police protection for the programme, without insisting upon any cost from the petitioner.
7. With the above directions, this Writ Petition is disposed of. 01.10.2026 LS To
