ORDER
The present writ petition has been filed to consider the petitioner’s representation dated 22.10.2024. The main grievance addressed by the petitioner in the said representation is that he has not been provided with effective assistance to render service at the place where he was posted.
2. However, the learned Special Government Pleader appearing for respondents 1 and 2 has invited the attention of this Court to the efforts made by the respondents. It is his submission that, in spite of the acute shortage of staff, necessary possible assistance has been provided to the petitioner. It is also his submission that the petitioner has not behaved with the general public in a proper manner and, in this regard, a charge memorandum was issued against him on 09.05.2024.
3. It is also the contention of the learned Special Government Pleader that the Panchayat in which the Veterinary Hospital is situated has passed a resolution in the Grama Sabha regarding the alleged harsh behaviour of the petitioner. It is further the contention of the learned Special Government Pleader

that the petitioner was transferred only on account of his lack of response and, after the transfer, he has not joined at the transferred place. It is also his submission that the writ petition and the writ appeal filed challenging the petitioner’s transfer were dismissed. The further contention of the learned Special Government Pleader is that the allegation of mistreatment is factually incorrect.
4. I have given my anxious consideration to the submissions made on either side.
5. Though there are allegations and counter-allegations, the fact remains that a charge memorandum has already been issued against the petitioner and the disciplinary proceedings are pending. According to the submission made by the learned Special Government Pleader, necessary assistance has been provided to the petitioner.
6. The very thought process of the petitioner that the way in which he was forced to work more without any assistance is nothing but an exploitation and definitely is not a positive thought process. Every citizen of this great nation has to render able assistance to the fellow citizen. According to the respondents, in spite of acute shortage of manpower, necessary possible assistance were provided to the petitioner. Though the petitioner has a grievance in respect of

paucity of assistance, he has not substantiated any document to show the same before this Court. Further he is not bale to show that there is an unequal distribution of the staff. In such view of the position, this Court absolutely does not find any merit to issue a mandamus in favour of the petitioner.
7. In the result, the present writ petition stands dismissed. No costs.
