5. While hearing both the cases in the last hearing, this Court suo-motu impleaded the Revenue Divisional Officer, Usilampatti, Madurai District in W.P.Crl.(MD) No.5238 of 2026. In the last hearing, an order was passed in W.P. Crl.(MD) No.5238 of 2026, on 16.09.2026, directing the fifth respondent therein to convene a Peace Committee Meeting with the two groups involved in the subject matter, namely, the Periya Thevar and Chinna Thevar groups, by taking note of the issue involved in these cases relating to conduct Kabaddi Tournament at the District level.
6. It was brought to the notice of this Court that most of the youth in the villages are trained kabaddi players, and their sports activities have been appreciated at State level, and have certain certificates of merit. It was also observed that in the earlier order that the Revenue Divisional Officer (RDO) should take note of the future of the individuals to convene a Peace Committee Meeting with a view to uplift the youth empowerment in the said village. If it is undertaken, there will be no enmity between the two groups belonging to the same Thevar community.
7. When the matter was taken up for consideration today i.e., on 25.09.2026, the learned counsel for the petitioner, submitted that the dispute between the Chinna Thevar and the Periya Thevar groups had been subsisting for nearly seven years and that, during this period, there had been no village festival, due to jealousy or enmity against each other. Pursuant to the earlier order passed by this Court directing to conduct a Peace Committee Meeting, it went very well and the Revenue Divisional Officer also made considerable efforts to resolve the issue by taking note of the youngsters future and ultimately, both groups participated in the Peace Committee Meeting, which was reduced into writing as resolution.
8. For the sake of convenience, the resolution passed in the Peace Committee Meeting classified the Chinna Thevar group as “A Party” and Periya Thevar group as “B Party”, with nine members representing each party. In addition to the two groups, some independent neutral persons were allowed to participate in the Peace Committee Meeting. The decision taken by the Revenue Divisional Officer by including neutral persons is appreciated by this Court. In addition to that, the Peace Committee resolution reveals that the Deputy Superintendent of Police, Usilampatti, the Inspector of Police Usilampatti and Sub-Inspector of Police, Uthappanayakkanur Police Station, participated on behalf of Police Department. In addition to that from the Revenue Department the Tahsildar, Usilampatti, Revenue Inspector, Valanthoor, and the Village
Administrative Officer, Ayyanarkulam also participated.
9. As per the submissions made by the learned counsel for the petitioner, the meeting continued nearly for three hours, and finally both the parties reached the happiness and reduced the same into writing by way of resolution. The resolution permitted the youth of the village to proceed with the Kabaddi Tournament as they decided and certain other resolutions were passed with a view to maintain peace and calmness in the village.
10. At this juncture, the learned Additional Government Pleader also appreciated the efforts of the Revenue Divisional Officer and also the cooperation extended by the learned counsel for the petitioner, who had advised the party to participate in the Peace Committee Meeting. The cooperation from the revenue side, the Police Department, the learned Additional Government Pleader, the Government Advocate (Criminal Side) and the learned counsel for the petitioner is appreciated by this Court.

11. Having gone through the resolution passed at the Peace Committee Meeting, this Court finds that there is no hurdle to dispose this case, wherein there is a quietness, peace and goodness in the village, and that the village people may proceed to conduct Kabaddi tournament and future festivals and show courtesy and brotherhood within the community.
12. In such view of the matter, both the writ petitions are disposed of. Once again, this court appreciated the efforts and cooperation shown by the counsel for petitioner, the learned
Additional Government Pleader and learned Government Advocate (Criminal Side) as well as all concerned in bringing peace in the village.
13. Both the writ petitions are disposed of with the above directions and the connected miscellaneous petitions are also closed. 25.09.2026 Index :Yes/No Internet :Yes/No NCC :Yes/No psa To
