ORDER

The present Writ Petition has been filed under Article 226 of the Constitution of India, seeking a direction to the 6th respondent to accept the three-year B.E. Degree Certificates in Civil Engineering issued by respondents

2 and 3 as fulfilling the prescribed educational qualification for the post of Assistant Engineer and to consider the petitioners for appointment to the said post under the PSTM quota, pursuant to Advertisement No.613, Notification No.10/2022 dated 04.04.2022, subject to their eligibility and merit.

2. There is no representation on behalf of the petitioners.

3. The contention of the petitioners is that they had studied up to the 12th Standard in Tamil Medium in a regular school and thereafter pursued a Diploma course, following which they joined the B.E. course through lateral entry. It is their contention that they had completed the requisite educational qualifications in Tamil Medium.

4. At this juncture, the learned Standing Counsel appearing for the 6th respondent would submit that, as per the letter dated 06.06.2019 issued by the Directorate of Technical Education, there are no Polytechnic Colleges imparting education in Tamil Medium and that the subjects in all Polytechnic Colleges are taught only in English Medium. Therefore, the learned Standing Counsel would submit that the contention of the petitioners that they had completed the entire prescribed educational qualification in Tamil Medium is factually incorrect.

5. The said position has also been reiterated by the learned Additional Government Pleader. The learned Additional Government Pleader would submit that, in order to claim reservation under the PSTM category, a candidate is required to have pursued the entire prescribed educational qualification in

Tamil Medium. In the present case, according to the stand taken by the Directorate of Technical Education, there were no Diploma courses conducted in Tamil Medium.

6. In view of the above factual position and the submissions made by the learned Standing Counsel appearing for the 6th respondent and the learned Additional Government Pleader, this Court does not find any merit in the present Writ Petition.

7. Accordingly, this Writ Petition is dismissed. No costs. Consequently, the connected miscellaneous petition is closed. 24-09-2026 Index: Yes/No Speaking/Non-speaking order Neutral Citation: Yes/No JRS
