The petitioner challenges the rejection order dated 07.09.2026, passed by the first respondent, wherein the petitioner made a representation dated 26.8.2026, requesting permission to conduct a Aadal Padal programme in connection with the event at Sri Kalayamanthra Kovil on 27.9.2026, was rejected.

2. Considering the same, the first respondent rejected the request on the ground that youngsters and women are there in the village and that, if the petitioner is permitted to conduct the Aadal Padal programme, they come with obscene dress, which could have an adverse impact on the youngsters and women from a sexual perspective. Further they may sing songs referring to community leaders, which could offend other communities and lead to law-and-order problems. It was also apprehended that double-meaning songs might be performed. Therefore, the request was rejected.

3. When the matter was taken up for consideration, the learned Government Advocate (Criminal Side) submitted that the programme could not be permitted for the reasons assigned by the first respondent. However, if the petitioner come forward with an alternative programme, the same could be considered.

4. The learned counsel for the petitioner submitted that the petitioner may be permitted to conduct a light-music programme consisting of devotional songs. If so, the petitioner may be permitted to make a fresh representation to the respondents, and the same may be considered in a positive manner. The police may also be directed to monitor the event to be conducted by the petitioner in the name of a light- music programme consisting of devotional songs.

5. With the above directions, the present petition is dismissed. Mr. A. Jeyakumar, HC 1366, Vasudevanallur Police Station, Vasudevanallur, Tenkasi District, representing the second respondent, is present before this Court, and the order of this Court is known to him. However, the petitioner may file a fresh representation before the second respondent, and the same shall be considered at the earliest, preferably before 27.9.2026. The petitioner may conduct the programme by restricting the songs to devotional songs/bhakti songs, subject to the permission of the competent authority and the conditions imposed by the police.
