ORDER
The present writ petition has been filed praying for the issuance of a Writ of Mandamus directing the second respondent Bank to defreeze the petitioner's bank account bearing Account No. 23107250101530 maintained with the second respondent, based on the petitioner's representation dated 03.07.2026.
2. A preliminary examination of the cause title reveals that both respondents are situated well outside the territorial jurisdiction of this Court, where the first respondent in Ghaziabad, Uttar Pradesh, and the second respondent in Mumbai, Maharashtra. This Court, therefore, expressed serious doubts as to how the writ petition was entertained and numbered by the Registry.
3. When the matter was taken up for hearing, Mr. Mari Ganesh, learned advocate appearing on behalf of Mr. E. K. Kesavan, learned Counsel on Record for the petitioner, submitted that he was instructed to argue the case today. When questioned regarding the territorial jurisdiction of this Court to entertain a writ against respondents situated outside the State, he fairly submitted that he was unaware that both respondents were

located outside the State.
4. This Court thereupon called and enquired the Appeal Examiner, Ms. Shanmuga Mani, who had processed and numbered the petition. She explained that she misconstrued the jurisdictional facts and numbered the case under the impression that an email communication had been sent by the petitioner from Ramanathapuram.
5. Filing and entertaining of this kind of petitions without jurisdiction amounts to an abuse of the judicial process, and waste of valuable court time, causing injustice to the other litigants public.
6. At this juncture, the learned counsel appearing for the petitioner sought permission of this Court to withdraw the writ petition. However, considering the manifest abuse of process, the request for withdrawal is rejected.
7. In view of the above, this Writ Petition is dismissed for lack of jurisdiction with costs of Rs.1,000/- (Rupees One Thousand only). The petitioner is directed to deposit the said costs to the Advocate Welfare

Fund Trust, maintained by the Advocate Fraternity at the Madurai Bench of the Madras High Court, within a period of ten (10) days from today.
8. Upon production of proof of payment of costs, the Registry is directed to issue a certified copy of this order to the learned counsel on record for the petitioner. 24-09-2026 Index: Yes/No Speaking/Non-speaking order Neutral Citation: Yes/No TM To
