2. We find no grounds to interfere with the impugned judgment and order of the High Court. Hence, Special Leave Petition stands dismissed.

Petitioner would be at liberty to submit a representation to authorities for refund of the amount and in the event of such representation being made, the authorities shall consider the same on merits and pass appropriate orders on the said representation expeditiously and preferably within a period of two months from the date of representation. We have not expressed any opinion on such claim and it is open for the authorities to pass appropriate orders.
