PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus calling for the records pertaining to the impugned proceedings of the second respondent in Na.ka.No 851-1/ Kaa.Thu.Ka-Pafa/Camp /2026
dated 21.10.2026 and quash the same insofar as it relates to the rejection of permission for conducting the cultural programmes “Adal Padal”
programme on 29.10.2026, and consequently direct, the respondents aforesaid to grant permission cultural programmes in to the petitioner to conduct the connection with the Thevar Guru Poojai with sound and lighting arrangements and with adequate police protection” subject to such reasonable conditions.

ORDER
The writ petition is filed seeking to issue a Writ of Certiorafified Mandamus to for the records pertaining to the impugned proceedings of the second respondent in Na.ka.No 851-1/ Kaa.Thu.Ka-Pafa/Camp /2026 dated 21.10.2026 and quash the same insofar as it relates to the rejection of permission for conducting the cultural programmes “Adal Padal” programme on 29.10.2026, and consequently direct, the respondents aforesaid to grant permission cultural programmes in to the petitioner to conduct the connection with the Thevar Guru Poojai with sound and lighting arrangements and with adequate police protection” subject to such reasonable conditions.
2. The petitioner sought permission to conduct Aadal Padal program on 29.10.2026 in connection with Thevar Guru Poojai. Since the said request has been rejected by the respondent police, the petitioner has approached this Court.
3. The learned Additional Public Prosecutor submitted that since there is a possibility of law and order issue, the request of the petitioner has been rejected. He further submitted that if the petitioner submits a fresh representation, the same shall be considered in accordance with law.

4. The learned counsel appearing for the petitioner would submit that the petitioner is ready to abide by any condition that may be imposed by the respondent police.
5. In view of the submissions made on either side, the petitioner is directed to submit a fresh representation before the respondent police by today. Upon receipt of such representation, the respondent police shall consider the same forthwith and pass appropriate orders in accordance with law.
