The petitioner filed this Writ Petition to issue a Writ of Mandamus, to direct the respondents 1 and 2 to provide adequate police perform the Abishegam, Santhanakappu, and distribute the Annadhanam of Lord Muthu Vinayagar Temple on 14.09.2026 from 6.00 a.m. to 6.00 p.m. situated at Mutumariamman Kovil, Kuthupottal and Muthuvinayagar Kovil temple, N.Pudu,

Lembalakudi Village, Thirumayam Taluk, Pudukkottai District, based on the petitioner's representation dated 07.09.2026.

2. Today, when the matter was taken up for consideration, the Government Advocate (Criminal Side) submitted that there are two rival groups in the subject village. He further submitted that the festival may be conducted in the subject temple, subject to the erection of one Vinayagar idol, which is not acceptable to the petitioner's group. Therefore, the Inspector of Police, Namanasamthiram Police Station, Pudukkottai, forwarded the petitioner's representation to the Tahsildar, Thirumayam Taluk, Pudukkottai, to convene a Peace Committee meeting. In the absence of such a meeting before the Tahsildar, the police are not in a position to pass any orders. If the police permit the festival without convening a Peace Committee meeting, there is every possibility that the rival group may retaliate against the petitioner's group. In the police communication forwarded to the Tahsildar, dated 09.09.2026, the petitioner and four others have been classified as A party, and Mr. Farooq and four others as B party, considering the prevailing situation in the village where there are rival groups.

3. It was put to the learned counsel for the petitioner as to whether this Court directs the Tahsildar, Thirumayam Taluk, Pudukkottai, to convene a Peace Committee meeting and take a decision tomorrow (i.e.11.09.2026) itself. The learned counsel for the petitioner was initially reluctant to concede to the suggestion of the Court, however, ultimately, he agreed that the Tahsildar, Thirumayam Taluk, may be directed to convene a Peace Committee meeting tomorrow.

4. Since the matter requires immediate consideration in the interest of justice, the Tahsildar, Thirumayam Taluk, Pudukkottai, is suo motu impleaded as the third respondent. Registry is directed to carryout necessary amendment to that extent.

5. Mr.A.Sivasubramanian, learned Additional Government Pleader, takes notice for the third respondent and submitted that he will inform the Tahsildar, Thirumayam Taluk, Pudukkottai, over phone and also to the second respondent about the peace committee meeting scheduled to be held on 11.09.2026 at 11.00 am at the Tahsildar office, Thirumayam Taluk, Pudukkottai.

6. In view of the same, the third respondent/Tahsildar, Thirumayam Taluk, Pudukkottai, is directed to convene a Peace Committee meeting tomorrow, i.e. 11.09.2026, at 11:00 a.m., and permit both parties to participate in the meeting with a view to arriving at a mutually acceptable decision regarding the joint celebration of the Vinayagar festival to be held on 14.09.2026.

7. The second respondent is directed to maintain law and order in the village. Thereafter, the matter will be heard on merits on the subsequent hearing date. The Tahsildar, Thirumayam Taluk, shall place the Peace Committee's resolution and decision before this Court thereafter.

8. If, after the meeting, both parties amicably come forward to celebrate the festival jointly, the matter will be considered accordingly. Otherwise, the matter will be considered purely on merits.

9. The Tahsildar, Thirumayam Taluk, is therefore expected to make all sincere efforts through negotiation to enable the two rival parties to arrive at a positive and peaceful conclusion.

10. With the above direction, this Writ Petition is disposed of. Post the matter on 17.09.2026 “ for reporting compliance”.
