WP CRL.(MD). No.5175 of 2026 seeking permission to use a loudspeaker for the temple festival and also seeking police protection for conducting the temple festival on 10.09.2026 and 11.09.2026. The said representation was considered by the Sub Inspector of Police, Palayanoor Police Station, Sivagangai District, and ultimately, it was rejected on the ground that Emmanuel Sekaran Memorial Day would be observed on 11.09.2026. Therefore, the police personnel from Ramanathapuram, and Sivagangai Districts will be deputed for the said programme, and consequently, permission could not be granted. Except for the aforesaid reason, there was no other reason stated for rejecting the representation.

3. The petitioner had submitted the representation only to the Inspector of Police, Palayanur Police Station. However, the rejection order was passed by the Sub Inspector of Police, Palayanoor Police Station, Sivagangai District. The proceedings of the rejection order state that it was prepared in the name of the Inspector of Police, but the order was issued under the signature of another police authority. Therefore, the rejection order is not legally sustainable on technical grounds and hence, the impugned rejection

The said proposal was accepted by the respondent police. The respondent police have also stated that they will grant the necessary permission and provide police protection for conducting the subject temple festival on 18.09.2026.
