S.M.SUBRAMANIAM,J. AND D.BHARATHA CHAKRAVARTHY,J. AR
2. Uncondonable delay cannot be condoned by Courts in routine manner. Long delay can be condoned, if reasons are candid and convincing.
3. Learned Government Advocate appearing for petitioner would submit that there is administrative delay of 1150 days in filing Review Application. Delay is not only enormous, but unexplained or explained inadequately.
4. In view of the fact that long delay of 1150 days is not explained to the satisfaction of this Court, the present Civil Miscellaneous Petition is dismissed. Consequently, connected Review Application in SR stage is rejected. (S.M.S.,J.)
