1. The instant M.A./1437/2026 is preferred by the private respondents no. 40 to 67 seeking modification/clarification of order dated 03.02.2026 to the extent of permitting unsealing of the recommendations of the Departmental Promotion Committee (DPC).
2. Learned counsel for the applicants herein, Ms. Sehreen Zehra, submits that since the DPC has been conducted and the fate of all the candidates who have been considered in the DPC is in sealed cover, since there is an order passed by this Court, the respondents cannot proceed further in the matter in accordance with law by considering all the eligible candidates for their promotions strictly in accordance with the statute and rules governing their service conditions. However, Mr. Faizan, appearing for the original applicants, submits that he be granted one opportunity to file his objections.
3. Mr. Satinder Singh, learned AAG, appearing for the official respondents submits that even otherwise the department is stuck and cannot proceed further in view of the order granted since the DPC has already been concluded. However, the recommendations are in a sealed cover and it is for this reason that they are not in a position to make promotions strictly in accordance with the rules/statutes and the SROs issued in this regard from time to time.
4. Issue notice. Mr. Satinder Singh, learned AAG, waives notice. Mr. Faizan Majid Bhat, accpets notice, who will file his response.
