1. The applicant in person is present before the Court, however, he is not represented by his counsel, namely, Mr. Arif Sikander Mir, who as stated, is entering into wedlock on 30.10.2026. In order to do equity to the long pending issue which pertains to the transfer of the applicant, this Court would deem it expedient and proper to direct the applicant to have a meeting with the Registrar, University of Kashmir on 28.10.2026 at 04:00 PM.
2. The Registrar, University of Kashmir, shall give a patient hearing to the applicant herein and shall explore the possibility to resolve the matter amicably.
3. Learned counsel for the respondents, Mr. Asif Maqbool, shall ensure communication of the Order to the Registrar, who in all circumstances shall keep himself available at 04:00 PM on the said date. Equally, the applicant shall make himself available in the Office of the Registrar, University of Kashmir, on the said date.
