PRAYER: Writ Petition, filed under Article 226 of the Constitution of India, praying this Court for issuance of a Writ of Certiorarified Mandamus to call for the records of the first respondent relating to the File Closure Letter dated 14.02.2026 in Application File No.TR1067431789525, quash the same and consequently direct the first respondent to issue the Passport to the petitioner within the time stipulated by this Court.

ORDER
The petitioner challenges File Closure Letter dated 14.02.2026 in relation to the application filed on 24.02.2025 for issuance of a passport.
2. Mr.V.Boominathan, learned Standing Counsel, accepts notice for the first respondent. Mr.R.Mohamed Riyaz, learned Government Advocate (Criminal Side), accepts notice for the second respondent.
3. Learned Government Advocate (Criminal Side) for the second respondent submits that a charge sheet was filed in C.C.No.157 of 2025 before the Judicial Magistrate No.2, Kumbakonam.
4. In view of the pending criminal case, this Writ Petition is disposed of on the following terms:
i. The petitioner is permitted to file a fresh passport application.
ii. The petitioner is also granted leave to approach Judicial Magistrate No.2, Kumbakonam for clearance.

iii. Subject to the petitioner obtaining clearance, the first respondent is directed to process the application.
