This Writ Petition has been filed seeking direction to the first respondent to take up the appeal preferred by the petitioner on 02.12.2026 as against the order dated 30.10.2025 in Pa.Mu (A3)/1563/2025 passed by the second respondent.

2. The case of the petitioner is that she has been in possession and enjoyment of the land comprised in Survey No.7/2, measuring 163 square metres, situated at Sengamedu Village, Vanur Taluk, Villupuram District, for several decades. According to the petitioner, the patta in respect of the property stood in her name prior to the UDR updation scheme. However, during the UDR updation in the year 1996, patta was erroneously issued in the name of the third respondent's father, late Selvaraju.
3. It is further submitted that, pursuant to the petitioner's representation dated 02.12.2025, the second respondent conducted an enquiry and passed an order dated 30.10.2025, observing that the third respondent had instituted O.S. No.24 of 2025 before the District Munsif Court, Vanur, seeking a declaration and consequential injunction in respect of the property. Aggrieved by the said order, the petitioner preferred an appeal before the first respondent on 02.12.2025.
4. The petitioner submits that, pursuant to the appeal, the first respondent issued a communication dated 06.02.2026 directing the second respondent to forward the relevant records for adjudication of the appeal. However, despite the lapse of considerable time, the appeal remains pending without any final orders being passed. Hence, the petitioner has approached this Court seeking a direction to the first respondent to dispose of the appeal.

5. Heard the learned counsel for the petitioner and the learned Special Government Pleader appearing for the respondents and perused the materials available on record.
6. Considering the limited nature of the relief sought for by the petitioner in the present Writ Petition, this Court is of the view that the appeal preferred by the petitioner requires consideration and disposal by the first respondent, in accordance with law.
7. Accordingly, the first respondent is directed to consider and dispose of the appeal dated 02.12.2025, preferred by the petitioner against the order dated 30.10.2025 passed by the second respondent in Pa.Mu.(A3)/1563/2025, on merits and in accordance with law, after affording an opportunity of hearing to the petitioner and the other parties concerned, within a period of eight weeks from the date of receipt of a copy of this order.
8. It is made clear that this Court has not expressed any opinion on the merits of the rival claims over the subject property. The first respondent shall independently consider the appeal and pass appropriate orders in accordance with law.
