ORDER

(Order of the Court was made by P.Velmurugan J.) The writ petition has been filed seeking to quash the impugned proceedings of the third respondent in Se.Mu.No.A1/196/2024-3, dated 27.10.2025.

2. According to the petitioner, on 23.05.2022, the Adi Dravidar and Tribal Welfare Department issued G.O.Ms.No.38, notifying the selection of 20 places across Tamil Nadu for the construction of community halls for the benefit of Scheduled Caste people to conduct marriages and other family functions. The project was implemented through the Tamil Nadu Adi Dravidar Housing and Development Corporation Limited __________

WP(MD) No. 18420 of 2026 (TAHDCO), at an estimated cost of Rs.1,20,03,638/-. Pursuant to the said Government Order, a location at Vinayagar Street, Thuraiyur, Tiruchirappalli District, was selected for the construction of a community hall. The construction was completed, and the community hall was inaugurated on 14.04.2025. However, according to the petitioner, TAHDCO did not directly make the community hall available for use by Scheduled Caste families for their functions. As per G.O.Ms.No.38, dated 23.05.2022, the administration of the community hall was required to be handed over to a self-help group comprising Scheduled Caste members from the respective locality for its effective management.

3. It is further stated that, pursuant to G.O.Ms.No.38, dated 23.05.2022, the circular issued by the first respondent on 21.08.2024, and the approval granted by the second respondent on 23.10.2025, the District Manager of TAHDCO, by the impugned proceedings in Se.Mu.No.A1/196/2024-3, dated 27.10.2025, ordered that the administration of the community hall constructed at Vinayagar Street, Thuraiyur, using TAHDCO funds, be handed over to the fourth respondent, namely, Sangamithra Self-Help Group. The petitioner alleges that Boopathy, the President of the said self-help group, is the mother of the then MLA and that, owing to her political influence, the group has __________

WP(MD) No. 18420 of 2026 failed to provide the intended services and has misappropriated the funds of the self-help group and the community hall. On these grounds, the petitioner seeks to quash the impugned proceedings.

4. The fourth respondent filed a counter-affidavit stating that her son is no longer a sitting MLA. It is further stated that, after the filing of the writ petition, she ceased to be the President of the said self-help group. It is contended that, in the absence of specific allegations substantiated by material evidence regarding any violation or irregularity, the impugned proceedings cannot be challenged on mere allegations. It is further submitted that, if any irregularities have been committed by the members of the self-help group, the petitioner may approach the competent authority seeking appropriate action against the concerned members and the appointment of new members to administer and manage the community hall.

5. Heard the learned counsel appearing for the petitioner and the respondents.

6. A perusal of the impugned proceedings reveals that, in accordance with G.O.Ms.No.38, dated 23.05.2022, the administration of __________

WP(MD) No. 18420 of 2026 the community hall is to be entrusted to a self-help group comprising Scheduled Caste members of the respective locality to ensure its effective management and to promote the welfare of the beneficiaries. The petitioner has alleged that the President of Sangamithra Self-Help Group is the mother of the then MLA and that, owing to her political influence, the group has failed to discharge its functions in accordance with the objectives for which it was constituted. However, no specific allegations substantiated by supporting materials have been placed before this Court to establish any illegality, misuse of funds, or irregularity in the administration of the community hall warranting interference with the impugned proceedings.

7. In the above circumstances, this Court is not inclined to interfere with the impugned proceedings. Accordingly, the writ petition is disposed of. However, if the petitioner has any grievance regarding the functioning of the self-help group or any alleged irregularities committed by its members in the administration of the community hall, he is at liberty to submit a detailed representation or complaint to the competent authority, setting out the specific allegations and furnishing the relevant supporting materials. Upon receipt of any such representation or complaint, the competent authority shall consider the same and take appropriate action, __________
