Heard Mr.A.Kripakaran for the petitioner, Mr.S.Yogaraja Sekar for the first respondent and Mr.G.Subramanian, learned Central Government Standing Counsel for the second respondent.

2. The petitioner is an employee of M/s.Cholamandalam Investment and Finance Company Limited. Considering his performance, his employer has decided to sent him on a holiday to Pattaya, Thailand. This is on account of the fact that the petitioner had qualified himself in a contest that had been held by his employer. The petitioner made an application for the issuance of a passport to enable him to travel abroad. The second respondent seems to be insisting on the production of a “No Objection Certificate” from the first respondent police.

3. The grievance of the petitioner is that two complains have been lodged against him and his family members by one Sujatha. They were registered as Crime Nos.2187 and 2188 of 2013 on the file of the first respondent police. After investigation, in both cases, the police had decided to drop further action. In Crime No.2187 of 2013, the de facto complainant filed a protest petition in Crl.M.P.No.12139 of 2022. After consideration, the learned VIII Metropolitan Magistrate, George Town, Chennai dismissed the protest petition and accepted

the actions initiated by the police. The petitioner states that, as of now, no criminal case is pending against him and that the aforesaid two criminal complaints arose on account of civil disputes between Sujatha and her neighbours.

4. When the matter was taken up for hearing, Mr.S.Yogaraja Sekar reports that no complaint is pending against the petitioner on the file of the first respondent.

5. The second respondent is directed to process the passport application of the petitioner in M.A.No.1065861771525 without insisting on a No Objection Certificate from the first respondent. The said exercise has to be completed on or before 11.11.2026.

6. This Writ Petition is disposed of accordingly. Call on 12.11.2026 "For Reporting Compliance". 02-11-2026 Index: Yes/No Speaking/Non-speaking order Neutral Citation: Yes/No ms Note : Upload forthwith
