CENTRAL ADMINISTRATIVE TRIBUNAL PRINCIPAL BENCH 61/35, COPERNICUS MARG,NEW DELHI-110001 Order Sheet Item no.: 49 M.A./4989/2026 (DELHI) [ DIRECTION ] In C.P./1039/2025 CONTEMPT PETITION Court No.: 3 No of Adjournment: 1 Order Dated: 27/10/2026 DALIP KUMAR AND ORS Vs MS. RACHNA SHAH, IAS, SECRETARY, DEPARTMENT OF PERSONNEL AND TRAINING AND ANOTHER

For Applicant(s) Advocate : Mr. Nikunj Arora For Respondent(s) Advocate : Mr. Arvind Kumar Order of The Tribunal Learned counsel for the respondents would submit that he has filed his affidavit. The same is, however, not on record. He is directed to coordinate with the Registry to ensure that the same is placed on record. Learned counsel for the applicant would, however, draw our attention to the order dated 06.10.2026 passed by this Tribunal and the order dated 01.12.2025 passed by the Hon’ble High Court of Delhi in W.P. (C) No. 17609/2025, whereby the further selection process in the Grade ‘C’ Stenographer/LDC Examination for the years 2018 to 2022 was directed to remain subject to the outcome of the said writ petition. He would submit that, instead of completing the further selection process subject to the outcome of the writ petition, the respondents have stalled the entire process. He would further submit that, on the one hand, the respondents have stalled the process despite there being no stay on the directions issued by this Tribunal and, on the other hand, although they have challenged the order of this Tribunal, they are not pursuing the writ petition effectively, which has now been deferred for hearing to 02.11.2026. He would, therefore, contend that the respondents are not implementing the directions issued by this Tribunal. Personal presence of the respondents is dispensed with. List both the matters, i.e., MA No. 4989/2026 and CP No. 276/2026, on 23.11.2026. Dr. Sumeet Jerath Member (A) Harvinder Kaur Oberoi Member (J) Nisha Kumari ( steno 'c' )
