1. Pleadings in the OA qua the applicant and respondent no. 1 are found to be complete. The matter is also listed for consideration and disposal, however, we find that there is neither any reply nor any representation on behalf of respondent no. 2.

2. Mr. Ashish Singh, learned counsel appearing for respondent no. 1, submits that though earlier he had stated that he will be appearing for both the respondents, however, he said so inadvertantly and it was later clarified by him that he would be representing only respondent no. 1. However, such submissions do not find any reference in any of the previous orders. Ofcourse, on 02.12.2025 his attendance has been marked only on behalf of respondent no. 1 and in the order dated 31.08.2026, there is no representation on behalf of respondent no. 2.

3. In the facts and circumstances, Mr. Amit Yadav, learned advocate, who is stated to be on the panel of advocates for respondent no. 2 and present in the Court is called upon to appear in the matter on behalf of respondent no. 2. He accordingly appears and requests for some time to take effective instructions.

4. We find from the counter reply that it is filed on behalf of the respondents. Be that as it may, Mr. Yadav, learned counsel, seeks and is allowed two weeks' time to take effective instructions in the matter.

5. List the matter for consideration and disposal under the same category on 06.11.2026. Sanjeeva Kumar Member (A) R. N. Singh Member (J) Kshitij Saxena ( court master )
