O R D E R

(Per: Mrs. Pragya Sahay Saksena, Administrative Member)

Miscellaneous Application No. 1550 of 2026 has been filed by learned DAG for placing on record Government Order No. 78-JK(TSM) of 2026 dated 09.06.2026 of Tourism Department, whereby sanction has been accorded to the placement of four persons, including the applicant, as I/c Tourist Officers with charge allowance.

2. For the reasons stated therein, M.A. is allowed and documents annexed in the M.A. are made part of the file. A copy of the M.A. has already been shared with learned counsel for the applicant who stated that this O.A. may be disposed of with direction to the respondents to convene the Departmental Promotion Committee, (DPC) and place the case of the applicant before the same for consideration of his claim for substantive promotion to the post of Tourist Officer in a time bound manner.

3. With the consent of learned counsels for both the parties, this O.A. is taken up for disposal today itself.

4. The main grievance of the applicant as projected in this O.A. is that applicant has not been promoted to the post of Tourist Officer despite his eligibility for the reason that DPC was not convened for the last so many years.

5. Since by virtue of aforesaid Govt. order dated 09.06.2026, the applicant has been placed as I/c Tourist Officer, meaning thereby that

his claim on substantive basis for promotion can be considered by the DPC.

6. Accordingly, this Original Application is disposed of with direction to the respondent no. 1 to send a proposal to the respondent no. 5 (Public Service Commission) to convene the DPC for consideration of the claim of the applicant with regard to his substantive promotion to the post of Tourist Officer as per his eligibility within a period of two months from the receipt of certified copy of this order. On receiving the said proposal, Respondent no. 5 shall conduct the DPC for substantive promotion of the applicant as Tourist Officer in accordance with rules, within a period of two months thereafter.

7. With these directions O.A. No. 1995 of 2025 stands disposed of.

8. No orders so as to costs.

9. Interim order granted earlier shall stand vacated.
