18. Accordingly, this Transferred Application is disposed of with the following directions:

i. The respondents are directed to regularize the promotion of the petitioner as 10+2 Lecturer in the discipline of Chemistry from the date he was promoted as incharge lecturer.

ii. The respondents are further directed to grant all consequential benefits to the petitioner, including arrears of salary, allowances, and other benefits.

However, in compliance to the above directions, respondents have regularised the applicant with effect from 05.03.2009, as such this compliance is not in accordance with directions issued by this Tribunal, vide order dated 11.05.2025. We disapprove the compliance report. Also, see our order dated 07.09.2026, whereby, respondent no. 01 was granted time to file compliance report with regard to vigilance clearance, however, nothing has been placed on record. Let a better compliance report be filed, complying with the directions issued vide order dated 11.03.2025, and details with regard to vigilance clearance be also placed on record.
