1. Vide order dated 06.10.2026, the respondents were directed to produce the record pertaining to the case.
2. The matter came up for consideration today. Mr. Numan Malik, representing the respondents, is present. The record was opened in open Court. It is with great anguish that the record is without a synopsis, page number of each of the record. This ordinarily needs to be done while submitting a record to the Court. so that the Court can very conveniently peruse the record, as this will only expedite the matter and facilitate the Court in deciding the case in the right manner according to law. Accordingly, the record is returned to the learned counsel for the respondents. Mr. Numan Malik to produce the record again, duly compiled along with an index and all pages numbered and reflected in the index, in a sealed cover. In the meantime, Mr. Bhat to provide a copy to Mr. Malik.
3. This Court has taken a lenient view in this matter; otherwise, the conduct of the respondents warranted initiation of proceedings regarding the submission of the record before the Court in such a manner.
4. Before parting, the Divisional Railway Manager, Firozpur/Jammu , is to sensitize the officials on how to send records when a Court requests them . We would also like to seek the presence of the concerned Law Officer before the Court on the next date.
5. List this matter on 01.12.2026.
6. Interim directions, if any, shall continue till the next date.
