(i) Recruitment Rules (RRs) for the post of Junior Engineer (JE);
(ii) Recruitment Rules (RRs) for the post of Assistant Engineer (AE); and
(iii) The original resolution adopting the DTL Scheme, providing for a time-bound promotional framework for the post of Junior Engineer (JE) in NDMC. Learned counsel for the respondents further submits that, as there is no avenue for certificate holders to be promoted to the post of Assistant Engineer (AE), a separate time-bound promotional scheme was provided for them, distinct from the scheme applicable to degree and diploma holders working as Junior Engineers. It is further submitted that the said scheme was originally envisaged under the DTL Scheme, which was subsequently borrowed and adopted by NDMC. In rejoinder, learned counsel for the applicant submits that the respondents passed a resolution dated 12.07.2017 stipulating that no old case shall be reopened.
