CENTRAL ADMINISTRATIVE TRIBUNAL HYDERABAD (TELANGANA) NO. 5-10-193, 1ST FLOOR, HACA BHAVAN,HYDERABAD - 500004 Order Sheet Item no.: 2 O.A./437/2023 (ANDHRA PRADESH) [ COMPASSIONATE APPOINTMENT ] Court No.: 2 No of Adjournment: 37 Order Dated: 29/10/2026 MR RAVURU NAGA SAI SNADEEP Vs REVENUE

For Applicant(s) Advocate : K SUDHAKER REDDY

For Respondent(s) Advocate : M VENKATA SWAMY Order of The Tribunal Heard both sides. Learned counsel for the applicant pointed out queries raised by the Bench on 12.03.2026 and para 16 in the Additional Reply (pg. 181). The CFR argues that the wife of the deceased was reluctant to accept Class-IV post, whereas the counsel for the applicant insists that, in her application, dt. 29.11.2005 (Annex-13), she has clearly requested for appointment to any post. He has drawn attention to the minutes, dt.27.03.2008, of the meeting of the Screening Committee for Compassionate Appointments (SCCA), at Annex-R5. The minutes of the meetings held on 27.03.2008, 14.02.2008 and 23.07.2009, are also submitted, but the name of Smt. Ramasri, mother of the applicant, does not appear anywhere. A list at pg. 213, shows the name Smt. Ramasri at sl.18 for the vacancy year 2005-2006. However, there are no signatures by any of the Members or the Chairman. No mention of the list attached as Annex R-5 is found in the minutes signed by the Members or the Chairman. Therefore, it is not possible to accept the same. The Committee has considered the names of only 12+5 candidates on 27.12.2008. Therefore, it is not understood how the name at Sl.18 could have been considered or eliminated without assessing her suitability. It is also strange that, as late as 02.06.2015, Annex-A8 states that her application was under consideration. In the case of her son, Mr. R. Nagasai Sandeep, the applicant herein, was to be considered as per para 9 of the Scheme for Compassionate Appointment. No comparative table of points has been presented wherein the name of the mother or the present applicant is shown. No comprehensive chart showing points allotted by the department and placed before the Screening Committee has been furnished either in the case of the applicant or in the case of his mother, who had applied in the year 2005. Therefore, the respondents are directed that, in case, they have actually considered the cases of mother and son, in the light of the extant guidelines for CGA, the table, if any, prepared and submitted for consideration of the Screening Committe should be placed for perusal of this court, with advance copy to the opposite party. On the request of the counsel for the respondents, further two weeks' time is granted. Post the matter on 23.11.2026. Varun Sindhu Kul Kaumudi Member (A) K Adilaxmi ( court master )
