Gayatri Varma, learned Senior Central Government Standing Counsel, representing the DoT, states that as it is a formal party, reply is not proposed to be filed on behalf of Respondent No. 1. Reply of Respondent Nos. 2 to 5 has been under objection, since 30.07.2026, but no action has been taken to rectify the defects. Hence, cost of Rs.5,000/- is imposed on the respondents and they are directed to complete the formalities within the next two weeks. Four months have been wasted on account of their failure to attend to the defects despites the directions of the Registry. Post the matter on 16.11.2026.
