O R D E R
Hon’ble Mr. Ram Mohan Johri, Administrative Member The instant Original Application (in short O.A.) has been filed by the applicant seeking the following reliefs:-
(i) Direct the respondents to implement Government Order No. 117-JK(DSD) of 2023 dated 11.12.2023 in favour of the applicants, with consequential service benefits in accordance with law and subject to the operative judicial orders governing the said promotions.

(ii) Direct the respondents to reconsider the continued operation of Government Order No. 33-JK(DSD) of 2024 dated 31.07.2024 insofar as it concerns the applicants” promotions under Government Order No. L17-JK(DSDY of 2023 dated 11.12.2023, in the high of the common judgment dated 23.02.2020 and the subsequent order dated 11.08.2026 passed by the Hon'ble High Court in WPC No. 2026/2026.
(iii) Direct the respondents to pass 4 reasoned and speaking order on the applicants” representation dated 02.03.2026 and 13.08.2020 within a time- bound period, after examining the exact scope of the relevant interim orders. the common judgment and the subsequent High Court order:
(iv) Direct the Respondents, if no subsisting judicial or legal impediment prevents implementation of the applicant’ promotion order, to restore and implementation their promotions under Government Order No. 117-JK(DSD) of 2023 dated 11.12.2023, with consequential service benefits in accordance with law.
(v) Declare that the applicants” claim under Government Order No. 117-IK(DSD) of 2023 dated 11122023 - shall be considered on its own legal footing and in accordance with the applicable Recruitment Rules and operative judicial directions, without treating the separate promotion order dated 16.03.2024 as the subject matter of the present proceedings.
2. Learned counsel for the applicant submitted that applicant would be satisfied, at this stage, if a direction is issued to respondents to treat a copy of this O.A. as representation of the applicant and decide the matter within a time bound manner.
3. Mr. Rajesh Thappa, ld. AAG appears on behalf of the Respondents.
4. Accordingly, in view of the limited prayer made by learned counsel for the applicant, the Original Application is disposed of, at the admission stage, without entering into the merits of the case, with a direction to respondents to treat a copy of this Original Application as representation of the applicant by passing a reasoned and speaking

order within a period of four weeks from the date of receipt of a certified copy of this order. A copy of the speaking order shall also be communicated to the applicant.
5. Disposed of accordingly. No orders so as to costs.
