Learned counsel for the applicant is directed to implead the incumbent officer as a party respondent. In view of the earlier directions issued by this Tribunal, the respondents are once again directed to ensure compliance with the order of this Tribunal and file a compliance report before the next date of hearing, failing which the Commissioner/Secretary to Government shall remain present before this Tribunal on the next date of hearing.
