1. Heard Mr. J Srinivas, learned Counsel for the applicant.

2. The applicant while working as Senior Commercial Clerk cum Ticket Collector (Sr.CCTC) at Serum Railway Station was issued with a charge memorandum for imposition of minor penalty based on vague charges, without enclosing any documents to sustain the charges and by relying on unconnected rules.

3. The explanation submitted by the applicant was not considered in its true perspective and facts by the Disciplinary Authority and imposed a punishment of reduction of pay for a period of one year without cumulative effect, whereas a less punishment was imposed on the co-employee who was also a issued a minor penalty charge memorandum on the same issue. The applicant exhausted the statutory remedy of Appeal and also submitted a Revision Petition to the competent authorities but in vain. Hence the OA.

5. List the case on 30.12.2026 before Registrar’s Court for completion of pleadings.
