Parties were put to notice. Matter came up for consideration before the court on various occasions, however, on 01-10-2026, personal presence of Registrar, Cluster University, M.A.Road, Srinagar, namely Dr. Wilayat Rizvi, through virtual mode, was ordered. 02/ Matter has come up for consideration today and the said Dr. Wilayat Rizvi is present via virtual mode. Learned counsel for the petitioner submitted that the judgement of this court, which was challenged before the Hon'ble High Court of J&K, through a writ petition - WPC 2384/2026, has been upheld by the Division Bench of the Hon'ble High Court of J&K, vide its order dated 22-09-2026. 03/ In the aforesaid backdrop, there is no reason for the respondents - contemnors, not to comply with the judgement passed by this court read with judgement of the Hon'ble High Court of J&K, dated 22-09-2026 in its letter and spirit. Accordingly, Mr. Musaib - DAG is directed to file his compliance in the matter within two weeks' positively, failing which, the Commissioner Secretary to Government, Higher Education Department, U.T of J&K, shall cause his presence before the court through virtual mode in the first instance along with the incumbent Director Colleges, Higher Education Department. Dr. Wilayat Rizvi, Registrar, Cluster University, M.A.Road, Srinagar, shall also remain present on next date of hearing through virtual mode in case compliance is not filed as directed. 04/ It needs no reiteration that we are concerned with compliance of our judgement in its letter and spirit as any delay in compliance, itself, amounts to a contemptuous act. 05/ List for consideration on 21-12-2026. Copy of the judgement of the Division Bench, High Court of J&K, Srinagar, dated 22-09-2026, is tagged with file in the open court.
