CENTRAL ADMINISTRATIVE TRIBUNAL BANGALORE Order Sheet Item no.: 6 M.A./265/2026 (BANGALORE) [ DELETION OF PARTICULAR RESPONDENTS ] In O.A./114/2026 POSTING Court No.: 2 No of Adjournment: 5 Order Dated: 06/11/2026 DOORDARSHAN AND OTHERS Vs BHAGYAWAN

For Applicant(s) Advocate : Shri A R Holla For Respondent(s) Advocate : Smt. P K Praneshwari Order of The Tribunal Smt. P K Praneshwari on behalf of the original respondents. Shri A R Holla on behalf of the original applicant. Heard on MA No. 265/2026 regarding deletion of Respondent No. 1. The counsel for the original respondents submits that all the powers of Prasar Bharati are vested with Respondent No. 2, who is the CEO of the organization. She further avers that Respondent No 1, Secretary, Ministry of Information and Broadcasting is neither appropriate nor a necessary party in the present petition. Hence, his name may be deleted from the array of parties. On the other hand, the same is strongly opposed by the learned counsel for the original applicant. Learned counsel for the original applicant points out that the priority of assignment of duties of Group A level officers of IB(E)S Officer has to be considered in the light of certain office orders issued between 2020 and 2024. He further submits that it is the Secretary of Ministry of Information and Broadcasting, which represents the Government of India and he has to be held accountable for such crucial decisions. Accordingly, he may be continued as Respondent No.1, in view of the case involving consideration of assignment of complex and complicated duties, The counsel for the original respondents accepts that the Prasar Bharati Broadcasting Corporation of India indeed is a part of the Ministry of Information and Broadcasting. She also does not contest the averments made by the counsel for original applicant that the applicant is holding a senior post in the Organization. In view of above, the MA No. 265/2026 is dismissed. Pleadings are deemed to be complete. List the case for final arguments on 03.12.2026.
