CENTRAL ADMINISTRATIVE TRIBUNAL ALLAHABAD Order Sheet Item no.: 29 C.P./23/2026 (ALLAHABAD) [ CONTEMPT ] [ SENIOR CITIZEN ] In O.A./1331/2024 RETIRAL BENEFITS With M.A./4038/2026 ACCEPTANCE APPL CONTEMPT Court No.: 3 No of Adjournment: 6 Order Dated: 04/11/2026 RAM DEVI DECEASED REPRENTED THROUGH L R PRIYANKA RAI Vs SHRI PRANAV KUMAR, THE CHIEF POST MASTER GENERAL U.P. AT LUCKNOW

For Applicant(s) Advocate :

For Respondent(s) Advocate : Order of The Tribunal No one has appeared on behalf of the petitioner even in the revised call. Mr. Vinod Kumar Pandey, learned counsel for the respondents, is present and heard. Mr. Masoom Raza Rashdee, SPO, Ghazipur, is present before the Court. He submits that a detailed proposal for payment of the post- retiral benefits of the deceased employee has been prepared in the prescribed proforma along with the recommendation of the Regional Head and forwarded to the competent authority for necessary approval. Upon perusal of the compliance affidavit filed by the respondents along with the documents annexed thereto, it appears that after dismissal of Writ Petition No. 7134 of 2026 by the Hon’ble High Court vide order dated 25.05.2026, the departmental authorities initiated steps for compliance with the order passed by this Tribunal. The letter dated 01.10.2026 indicates that a detailed proposal in the prescribed proforma, along with the recommendation of the Regional Head, has been forwarded to the competent authority for necessary action. However, despite dismissal of the writ petition by the Hon’ble High Court and the passage of considerable time since the order dated 10.10.2025 passed by this Tribunal, the actual payment of pension and other post-retiral benefits to the applicant has not yet been made. Thus, the order passed by this Tribunal remains uncomplied with till date. In view of the above, issue notice to the present incumbent of Respondent No. 1, Chief Postmaster General, U.P. Circle, Lucknow, to show cause as to why contempt proceedings should not be initiated against him for non-compliance with the order passed by this Tribunal. Reply, if any, be filed within four weeks from the date of receipt of notice. The personal appearance of Mr. Masoom Raza Rashdee, SPO, Ghazipur, is exempted for the present. List this matter on 21.12.2026. Ms Manju Pandey Member (A) Rajnish Kumar Rai Member (J) Shakuntala Singh ( steno 'c' )
