The petitioner was regularized w.e.f. 1[st] April, 1998 vide order dated 23.7.1998. However, the same has been withdrawn vide office order dated 29[th] October, 2001 (Annexure A-1). The petitioner has neither been heard nor afforded a reasonable opportunity of being heard. Admittedly, the petitioner has not been heard before the issuance of office order dated 29.10.2001 (Annexure A-1). There is violation of principle of natural justice.

2. Accordingly, the petition is allowed. Annexure A-1, dated 29.10.2001 is quashed and set aside. However, the liberty is reserved to the respondents to proceed with the matter in accordance with law. No costs.
