4. Learned counsel for the Petitioner submits that the Collector, Balasore has rejected the maintainability petition filed by the present Petitioner vide order dated 27.12.2024 in O.P.L.E. Revision No.33 of 2023 wherein, the Petitioner had challenged the institution of the Revision on the behest of an outsider, who was never a party in the L.E. Appeal No.13 of 2023. Hence, the Petitioner is constrained to approach this Court. 5. Considering the facts and submissions made, this Court is of the view that since the Revision application bearing O.P.L.E. Revision No.33 of 2023 is pending before the Collector, Balasore for final adjudication, the Petitioner has unnecessarily approached this Court. Hence, the Petitioner is imposed a cost of Rs.5,000/- (Rupees Five Thousand Only). The said cost shall be paid to the Orissa High Court Bar Association, Cuttack.

6. It is made clear that the Collector, Balasore shall take steps to dispose of the Revision application bearing O.P.L.E. Revision No.33 of 2023 at the earliest possible preferably within a period of four weeks from the date of presentation of a certified copy of this order, failing which, the said authority shall be hauled up for contempt.

7. Accordingly, the Writ Petition is dismissed.
