Order:

Petitioner is a practicing lawyer and had applied for being appointed as Notary vide application dated 27.10.1993, Annexure A. It appears that he was one of the several candidates who had applied for being appointed as Notary. The competent authority had invited him for viva voce alongwith others but did not select him and, therefore, had preferred an application for review. However, the same came to be rejected on 20.10.1994, Annexure D. Selection of a person as Notary is a question of merit and is nonetheless a matter of right. The record itself is clear that the competent authority rejected his candidature on merits. There is nothing on record to show that while rejecting, any provision of law, rule or regulation is violated, much less, an ulterior motive.

In this view of the facts, I do not find any substance in this petition. Hence, the petition is rejected.
