Order:

Documents on records suggest that adverse remarks for the period between 2.5.1992 to 31.3.1993 were communicated to the petitioner within a very short period of two months,

(i.e. on 27.4.1993) from the end of the period. The petitioner had also tendered his explanation vide letter dated 19.5.1993, Annexure B. The competent authority considered the representation of the petitioner and it upheld adverse remarks for the relevant period. Review Application dated 14.10.1994 was also rejected vide decision dated 20.1.1995. On the face of it, it appears that principles of natural justice have been complied with. Alongwith the compliance of principles of natural justice, it appears that the authority had also taken into consideration relevant material produced before it and, therefore, I do not find any illegality so as to assail the impugned decision.

In the result, the petition is rejected.
