The learned Additional Advocate General appears after notice representing State-respondents. Mr. Jorgay Namka, learned counsel appears for respondent no.4. At the outset the learned Additional Advocate General submits that by letter dated 26.07.2022 addressed to the respondent no.4, the impugned letter dated 08.09.2021 passed by the respondent no.3 has been withdrawn and as such nothing survives in the present writ petition which had sought for quashing of the impugned letter. Mr. Jigme Phunchok, learned counsel appearing for the petitioner submits that in view of the letter dated 26.07.2022 the writ petition has become infructuous.
